A Dynamic Initiative of China to Create Professional Transparency

The PRC State Administration of Foreign Experts Affairs (SAFEA) of China was working on a pilot project last year regarding work permits of the foreigners that integrates foreigner entry employment licenses and foreign expert employment licenses into one “foreigner employment permit.” The purpose of the initiative is to attract high level talents and experts from all over the world with the view of comprehensive strategy of bringing optimum development.

Cities and provinces of China like, Beijing, Tianjin, Hebei, Shanghai, Anhui, Shandong, Guangdong, Sichuan and Ningxia, were being selected primarily for the implementation of the pilot project. After the commencement of this pilot project, and with the appraisal of the project sustainability, this program was nationalised on April 1, 2017.

Program Highlights:

  1. Integration of the current foreign expert work license and foreigner employment license will be integrated into one document called the foreigner work license. This notice will definitely increase transparency among professionals and employers. Every foreigner will get one permit number which they will be able to use for lifetime. The employer as well as the foreign professionals will be able to submit the license number electronically. This new initiative was effected from April 1, 2017. Old licences and permit numbers can be used till their expiry date.
  2. A high level infrastructure and administrative system will operate the nitty-gritty of this project.
  3. This system will control the entrance of the foreigners by scrutinizing their levels and types of expertise.
  4. This program will provide and promote a “green channel” to high level foreign talents. This will relief the professionals from submitting any hard copies of the documents required to apply for a foreigner work permit notice or for a visa application before entering into China. This channel will also shorter the time of review and approval period for them compare to others.
